Environmental groups, however, support the more stringent standards for the amounts of nitrogen and other nutrients permitted in Florida's waterways. The nutrients can cause algae blooms and interfere with flows and water quality. The sources can include discharges by industries and wastewater treatment plants, as well as fertilizers in stormwater runoff.

Opponents contend enforcing the new rules could require treatment processes that are prohibitively expensive. They also raise jurisdictional questions. ...
